Job Description

Afilon seeks a highly motivated and collaborative systems engineer / applications developer with 3+ years’ experience to help develop a mission critical emergency response system, software app for military clients. 

As a key member of the development team, you will be developing a healthcare IT system to support emergency response efforts, to prevent casualties during mass casualty events. The developer/engineer will be responsible for designing and implementing aspects of the system, such as: understanding the user needs and working, designing the structure of the system and developing web/mobile applications for various platforms.  This person will also be client facing and should be comfortable making client presentations and tracking/reporting project progress.   

The systems engineer must have proven ability to frame complex problems and work with the team to develop an approach for breaking the problem down into manageable pieces.  S/he will be able to collaborate with peers and team members to implement software solutions. This person should have an interest in problem solving and be skilled at identifying and proposing solutions to roadblocks encountered along the way. This individual will have strong relationship building skills with clients, teams and peers and have a track record of successfully working collaboratively across functional areas. S/he will have an understanding of developing, testing, and implementing software solutions.

The ideal candidate will have a unique blend of technical and communications skills, to build, test, and implement software applications and also interface with clients.

Essential Responsibilities

·         Support the implementation of a complex geographically distributed medical situational awareness information system. 

         -         Manage the technical aspects of application development from prototype to product.

         -         Design and implement test plans to include alpha, beta and final production stages.

 

·         Support project management activities including:

         -         Develop and document project deliverables

         -         Coordinate stakeholders meetings where appropriate

·         Present ideas to clients/solutions to client.

·         Integrate data feeds and designs through remote data sources and consuming web services.

·         Ability to work on project without detailed instructions.

·         Willingness to learn and assume new responsibilities.

Education

·         Bachelor’s degree in Systems Engineering, Operations Research, Computer Science, or other technical degree with experience in information technology (e.g. Engineering, Mathematics) required.

·         Master’s degree desired.

Required Experience

·         3+ years’ experience developing, testing and fielding applications

·         Experience in systems engineering, including systems analysis, design and documentation.

·         Experience working for with military clients desired.

Required Skills

·         Excellent knowledge of the Android SDK for Tablets and smart phones.

·         Knowledge of XML and JSON.

·         Knowledge of SQLite and a working experience in SQL databases and Content Providers.

·         Knowledge of HTML and JavaScript a plus.

·         Coding standards, organizational programming skills and good commenting practices is important.

·         Excellent knowledge of Web Services for Apache-CXF and Spring frameworks.

·         Strong experience debugging and troubleshooting with Dalvik Debug Monitor.

·         Strong ability to obtain business requirements and translate them into specifications.

·         Demonstrated excellent written and oral communications skills.

·         Proficiency in MS Office (including Visio, Access), SharePoint, and Web Ex.

·         Motivated, self-starter with ability to communicate with a variety of stakeholders.

·         Flexibility and interest in working in a fast paced environment on mission critical projects.
