Position Summary

The Company is seeking a highly motivated, technically proficient and collaborative Program Manager to join the systems engineering consulting practice. 

The Program Manager will manage a business transformation project by leading the design, integration and development of a federal IT system for Records and Information Management (RIM) and by supporting conversion from paper to electronic RIM. S/he will be responsible for: 1) managing the program scope, cost, and staff; 2) solidifying the technical approach to develop and implement the IT system, 3) communicating with the client and appropriate stakeholders to manage expectations and develop strong working relationships, 4) managing the subcontractor and solution vendor relationship(s) to ensure the appropriate solution is provided, 5) incorporating quality control to ensure project success and client satisfaction, 6) reporting to corporate headquarters, and 7) other duties as assigned.

The Program Manager will frame complex problems and work with a team to develop an approach for breaking the problem down into manageable pieces from planning to implementation. S/he will play a key role as a system RIM integrator, including establishing governance and incorporating best practices. Her/his activities will span all aspects of the system development life cycle, including requirements gathering, use cases, CONOPS development, business process re-engineering, policy analysis, physical/logical design, COTS and GOTS integration, security certifications and accreditations, enterprise/data architecture, testing, and project documentation. S/he will implement federal regulations and NARA and agency specific policies as necessary and work with and support an information governance steering committee.

The Program Manager will also participate in business development and growing client work. As part of leading a team, s/he will mentor and teach others and identify and propose solutions to administrative and technical roadblocks encountered along the way. 

The Program Manager will maintain communication and build strong working relationships with clients, teams and peers and will work collaboratively with diverse individuals and across functional areas. S/he will ensure that the team stays informed and engaged and is incorporating industry best practices in activities.

Responsibilities

  • Lead a system integration/development project for a federal agency, encompassing the full system integration/development life cycle in the area of Records and Information Management.
  • Provide technical and management support to client, including defining project scope, requirements, solutions and deliverables; consulting with customers, working groups and experts as needed; implementing plans to meet goals and objectives; providing recommendations to coordinate and integrate activities; and resolve complex problems impacting project and activities.
  • Manage and support a team of technical staff members involved in the implementation of the RIM system according to the requirements. 
  • Manage client and subcontractor relationships as needed to ensure that all parties are working together as appropriate.
  • Lead facilitation sessions with clients and/or stakeholders to define business problems and explore feasible solutions.
  • Develop concrete and actionable plans, present ideas/solutions to clients, and report to client and to company.
  • Share progress, issues and insights with Afilon management team on a regular basis.
  • Participate in company’s business development activities.

Required Experience

  • 10 to 12 years’ experience in systems engineering, IT systems integration, and technical project management within the federal market space.
  • Experience with systems analysis, design, documentation, testing, remediation, and federal certification and accreditation of IT systems.
  • Knowledge of federal Records Management regulations, policies, processes and systems and best practices.
  • Experience developing and deploying Information Management systems.
  • Familiarity with network design and security assessments.

Required Skills

  • Strong ability to frame complex problems, analyze and synthesize information, and develop and communicate solutions with clients.
  • Demonstrated written and oral communications skills and ability to lead technical teams.
  • Knowledge of database and IT system design.
  • Aptitude in MS Office (including Visio, Access, Project), SharePoint, and Web Ex.
  • Capacity to lead projects and communicate with a variety of stakeholders, with different levels and areas of expertise and perspectives.
  • Self-starter, capable of identifying an issue and developing an action plan for resolution and when necessary engaging other individuals for their input and/or approval.
  • Flexibility and interest in working in a fast-paced environment on mission critical projects.
  • Proven ability to grow projects and support business development activities.
  • Experience and knowledge of Inspector General functions, such as Audit and Investigations, is     desirable, but not necessary.

Education/Requirements:

  • Bachelor’s degree in Information Systems, Electrical, or Industrial and Systems Engineering, Operations Research, Computer Science, or other related technical degrees (e.g. Mathematics) plus relevant experience in information technology are required. Master’s degree preferred.
  • PMP certification required.
  • Ability to pass federal security background check required.
  • Very strong English oral and written communications skills are a must.
