Position Summary

Afilon seeks a highly motivated, technically proficient and collaborative Business/Functional Analyst to join Afilonís management consulting practice. 

The Business/Functional Analyst will contribute to a business transformation project supporting the modernization of a federal agencyís Records and Information Management practice.

S/he is an expert on content, processes and procedures, defining detailed requirements, analyzing the business needs and collaborating to validate solutions with the clients. Maintains focus on process analysis with an understanding of technical problems and solutions and the relationship to the business environment. Performs business process mapping. Leads solution demonstrations and workshops. Conducts functional gap analysis. Participates in developing the business rationale to provide a concrete solution recommendation. Facilitates the gathering of functional requirements. Participates in the configuration of systems and defines testing requirements. Provides support to and training of end users.

The Business/Functional Analyst develops recommendations for business policies and procedures and IT systems to satisfy the business needs for managing records while meeting federal government requirements. Conducts benchmarking studies to identify best practices and contributes to studies and analysis of alternatives to help decision-making to determine the best courses of action. Contributes to identifying the business needs and cross-walking the requirements with current federal, agency and office policies and regulations.    

S/he reports to the Program Manager and work closely with the team to design a system that enables the federal agency's office to modernize their records management activities.


Responsibilities

  • Work with clients to understand their business processes, policies and supporting IT systems.
  • Collaborate with the team to define and validate business requirements.
  • Interpret agency policies and federal regulations to recommend policies and processes for managing records.
  • Lead and/or support benchmarking and best practice studies to identify leading edge solutions.
  • Research and draft policy-related documents, procedures and memoranda.
  • Collaborate with team members to brainstorm new policy, process and IT system decisions while identifying the pros/cons for each alternative.
  • Present ideas and solutions to Program Manager and team members and integrate feedback.
  • Assist the systems engineering team in turning recommendations into technical solutions.
  • Contribute to the development of implementation plans.
  • Support implementation and training efforts.
  • Conduct and respond to peer reviews.
  • Present ideas/solutions to clients.

 

Education

  • Bachelorís degree in Systems Engineering, Computer Science, Information Systems or a related field.
  • Masterís degree preferred, but not required.

 

Required Experience

  • 5+ yearsí experience as a Business/Functional Analyst.
  • Experience working on teams to accomplish specific tasks over the life cycle of an IT project.
  • Familiarity with Inspector General functions such as audits and investigations desirable.
  • Experience with federal records management, information governance and information management.

 

Required Skills

  • Ability to identify, collect, analyze, organize and interpret business requirements.
  • Ability to analyze options, develop recommendations, implement benchmarking, and design solutions for IT applications that meet clients' business needs.
  • Ability to draft technical reports and business policies and procedures which require no or minimal editing for accuracy, logic, completeness, style and grammar.
  • Ability to work independently, as a team member and as a task leader.
  • Good communication (written and oral) and interpersonal skills.
  • Detail-oriented with good organizational, multi-tasking, and time-management skills.
