Seaport Enhanced Team Members & Capabilities/Experience

Since its founding, Afilon has supported the federal government with objective, conflict-free, Systems Engineering and Technical Assistance (SETA) and Independent Verification and Validation (IV&V) support. We have supported major government transformation, modernization, and technology acquisition programs. Our current SETA and IV&V clients include the Internal Revenue Service (IRS) and the US Air Force. Furthermore, the founders of Afilon have over one hundred cumulative years of Federally Funded Research and Development Center (FFRDC) experience working side-by-side with the US government in some of the largest technology acquisition projects (performing proof-of-concept, preparing Request for Proposals (RFPs), serving on Evaluation Boards, and managing and technically supporting the acquisition, deployment, and operation of multi-billion dollars projects) including the Modernization of the IRS, US Postal Service, General Service Administration, Department of the Interior, Bureau of Land Management, U.S. Department of Agriculture, Veterans Administration, U. S. Patent and Trademark Office, FTS2000 and FTS2001, Department of Defense (DoD) family of Joint Future Concepts, the Defense Threat Reduction Agency, and aircraft modernization program with the US Navy.

Factor 1:
Technical Capability

Experience of key personnel - Afilon demonstrates ability to provide appropriate staffing levels of skill sets to execute the Task Orders on day one of the task. We have commitments from a core team of personnel with technical skills and privacy engineering detailed knowledge that will permit Afilon’s Team to perform meaningful work on day one of the task order. Together, Afilon Team’s proposed personnel bring approximately more that 50 years of system engineering experience, including work in DoD and non-DoD environments. See Table A for more detail of the proposed staff.

Factor 2:
Past Performance

Afilon demonstrates strong expertise in the development and deployment of Enterprise Applications for Federal Government customers.. Afilon has provided support to the IRS through the TIPSS-3 sponsored Technical and Project Management Support activity. We will utilize methods for system engineering that has been successful on major IRS and US Air Force projects, such as MeF, IRFoF, e-Services (provided system engineering, IV&V, QA, Model and simulation, IT services)

Factor 3:

Afilon demonstrates ability (i.e. time, cost, schedule and performance) to successfully deliver in a partnership model consisting of the Navy and other contractor personnel (if required) as a fully integrated delivery team. Our Project Profiles demonstrate successful performance and management of similar tasks in type and scope. In the past year Afilon provided OM&E for two IRS systems: Modernized eFile (MeF) and eServices. Both programs are known within IRS for their success in providing business value, and applying disciplined schedule and cost control.
